Drunk Driver Flees After Hitting Parked Car, Cops Say

Morristown man was nearly twice the legal limit, according to police report.

A Morristown man was nearly twice the legal limit when he struck a parked car and fled the scene Saturday evening, police said.

Jose Rosales, 31, of Speedwell Avenue, was arrested and charged with driving while intoxicated, reckless driving, being an unlicensed driver, having an open container of alcohol in his vehicle, failure to exhibit an insurance card, leaving the scene of an accident and failure to report an accident shortly after 5:30 p.m. on Saturday.

According to Officer Adam Khoudja's report, another driver called 911 after he witnessed Rosales' vehicle—a green Ford Escort—hit a parked vehicle on Western Avenue and continue driving.

When Khoudja arrived to where both vehicles were driving, he put on his police vehicle's overhead lights to signal Rosales' vehicle to pull over. He drove a short amount later and then, nearly hitting the curb, jerked his car over to the side of the road, according to the report.

Two men were seated in the vehicle and, as Khoudja approached, the officer could immediately detect a heavy alcohol scent in the air, the report stated.

The man in the back, appearing nervous, tried to conceal something under his coat, which turned out to be a can of beer, according to the report. Khoudja took the can and dumped the contents, according to the report.

Rosales, slumped in front of his steering wheel, was unresponsive to Khoudja's questions. Eventually, a Spanish-speaking Morris Township officer was called to the scene, as Rosales said he could not speak English.

Khoudja asked—through the translator—how the fresh damage to the front of his vehicle had happened. Rosales said he could not recall hitting a vehicle, according to the report. When asked how much he had drank that night, Rosales said he had drank "two beers," according to the report.

Once back at the Morristown police station, Rosales registered a .15 percent, or nearly double the legal limit of .08 blood alcohol content. He was processed and told his pending court date and released into the custody of a friend.

The parked vehicle hit on Western Avenue was located and its owner was contacted by police, according to the report.

Doughty has 3 DUI's.... He is our Mayor. Why is it such a big story every time a Hispanic gets a DUI or says hi to a girl when there are DUI's in Morristown all the time and white men are creepy every day? Your view of reality is so off it is pathetic

White men are creepy? Hmmm that doesn't sound prejudice at all ... I'm thinking the mayor may not have hit a parked car and fled the scene? Perhaps that's what made this noteworthy? Also, the fact that you know the mayor has 3 DUIs would mean its public knowledge and not covered up info. Why whenever a minority gets charged with something do people need to call attention to it and dismiss it or chalk it up to "white people being prejudice". This Hispanic guy committed a crime ... plain and simple. It's not because he's Hispanic ... it's reported because its a crime! Why don't you read further in the Patch and see they arrested av"white" guy too for fighting in public.

Hey Maria- perhaps you should go and help this "hispanic" get some help...... Article says, "Morristown man." It's not like it says, "Yet another Hispanic man has been charged with a crime and failing to abide by licensing and mandatory insurance laws on the very same street where a Hispanic man, living in the country illegally, murdered his wife in front of his daughter." Jeez.

If there were 10 such DUIs and only the hispanic were reported you might have a point. News is about reporting things which are relevant and timely. You don't think parents in Morristown would be interested to know some men had approached a high school age girl in a way which made her feel uncomfortable?

Great responses to Maria's pathetic, ignorant comment! News is news people- and as a 10 year resident of this town that I love so much, I want to know all of it- good,bad and ugly. Stop reading into things so much, it's amazing how brazen people can be from behind a pc. These situations are the reality of our town.

RDC- Dougherty's 3 DUI's don't matter because he had his insurance card all three times? Dunphy, What timeS did Dougherty get his 3 DUI's and what were his BAC's? David, Every time a hispanic does anything bad it gets a Patch Headline. Dougherty is trying to get rid of us. Speedwell Redevelopment is a joke! They don't even have the money to do it. It just helps the Mayor sleep at night thinking there will be less hispanics in Morristown someday.

Maria - perhaps you missed the article detailing the arrest of the head of the St Patrick's Day Parade. Pretty sure he wasn't Hispanic. Perhaps if Mr. Rosales wants to avoid the headlines he should avoid driving drunk, particularly at 5:30 PM when there are children out playing everywhere.

Maria--> Do you know how the police treats hispanics do you work for the Morristown Police Department are you with them while they work. Hispanics are read their rights just like anyone else. Police officers are not going to put their jobs on the line. So get over it!! I'm hispanic and I've had several encounters with the Police department and they go above and beyond weather you are legal or illegal. Laws are laws Maria maybe if you took the citizenship test you would know that. The constitution is for all not just for legal americans.
