Herbert, from Chatham, has in the past issued several challenges for a debate with Frelinghuysen, an eight-term incumbent from Harding Township. Gary La Spisa, campaign coordinator for Frelinghuysen, said Thursday he had no comment on why the congressman had decided to conduct this month's scheduled debates.
