Morristown Hires First Director of Code Enforcement

New post created to improve management, delivery of services.

Joseph Costa will start work on Wednesday as Morristown’s first director of code enforcement.

Costa’s appointment was approved by a 4-2 town council vote on Tuesday. The 56-year-old Flemington resident will be in charge of 18 employees in the construction, health, property maintenance, rent leveling  and zoning offices.

Costa’s position was created as a result of a 2012 study of the town’s code enforcement functions. The study reviewed the organizational structure, workloads, responsibilities, procedures, technology and communication.

The study concluded that all code enforcement personnel and activities be centralized under one department and director to improve management and delivery of services.

Costa has extensive management and human resources experience, first at Johanna Farms dairy in Flemington and then at Suburban Propane, where he was customer service center manager and supervised 85 employees.
