Developers of 'Latitude' anticipate occupancy in 2014.
In 2012, the Speedwell Redevelopment Plan was finally approved. In 2013, work on its first phase is expected to begin, to make way for occupation next year. Mill Creek Residential announced Wednesday it had closed on its purchase of Phase I of the Speedwell Redevelopment project. This land purchase paves the way for development of "Latitude," dubbed "a luxury rental apartment development that will further enhance Morristown as a pedestrian-friendly, destination community," according to a press release. Latitude will consist of a single building with 268 studio, one-, two-, and three-bedroom rental units with a 357-space parking garage incorporated into the structure, "as well as a host of lifestyle amenities," according to the release. An amendment to Phase IV of the Speedwell Redevelopment Plan allowing a CVS Pharmacy to be built on the site of a former used car dealership was approved Thursday night, but not before one council member let her disappoval be known. Planning Board said it conforms with town Master Plan; scheduled to again go before Redevelopment Agency Dec. 13 for final adoption.
An amendment to Phase IV of the Speedwell Redevelopment Plan moved another step forward Thursday night when the Planning Board deemed plans for a CVS Pharmacy at the corner of Speedwell Avenue and Spring Street conformed to the town's Master Plan. All but one attending Planning Board members approved sending the plan again before the town's Redevelopment Agency, where it is expected to be approved on Dec. 13. Board member Michael Pooler, out of town and attending via telephone, cast the lone "no" vote. Joseph Stanley, Planning Board chairman, said specific site plans could be ready as soon as January. Anyone who was interested in Tuesday night's Morristown Redevelopment Meeting at Town Hall will have to wait a bit longer as it has been postponed due to the winter weather activity sweeping through the area. On the agenda is the reintroduction of an ordinance to amend Phase IV of the Speedwell Redevelopment Plan, to include a proposed CVS Pharmacy on the site currently occupied by the abandoned used car lot at Spring and Speedwell and the old Blockbuster building on Speedwell Avenue. Residents and members of town historical preservation commission spoke out this week about design, sustainability elements of plan.
While there is still some time before the proposal for a CVS at Spring Street and Speedwell Avenue again goes before the town, several residents aired concerns this week over the present design. Residents and members of the Morristown Historical Preservation Commission spoke at both Tuesday's Town Council meeting and at the Thursday redevelopment meeting, where an update had been scheduled on the CVS Project Redevelopment Area but was tabled. Marion Harris, vice chair of the preservation commission, noted Thursday that a meeting between developers and her group was expected to be scheduled sometime after Oct. 19, when preservation commission chair Ken Miller would be back from vacation. The Morristown Redevelopment Agency Thursday heard a proposal from CVS that would covert the abandoned auto dealer’s buildings at Spring Street and Speedwell Avenue into a new pharmacy. The plan is aimed at a parcel that was originally to be developed in Phase 4 of the Speedwell Redevelopment project that would transform the north side of Morristown. But, John Inglesino, the redevelopment agency’s attorney, said CVS approached the town and the owner of the property with a plan to replace the vacant buildings with a new store. The property transfer could take place by November, and if the CVS application is approved, a new store could be on the site by August 2013. While the plan for the Speedwell Redevelopment has been approved, now what actually will be constructed must go before the Planning Board for its thumbs up. That begins at 7:30 p.m. Thursday at Town Hall when, among other agenda items, there will be a request for a "major site plan, major subdivision and dimensional variances" for a 268-unit apartment building in the area of the redevelopment site that includes Prospect Street, Clinton Place and 16 Early St. And, while the approval of the plan is only a few months old, plans for redevelopment in the Speedwell Avenue corridor have been a long time coming–about a decade.
